How many people must a person kill in one go to be termed "gone Postal"?

We are seeing more and more school/ college/ workplace shootings these days and i was wondering if the police/fbi etc have a scale as to the level of the atrocity. We had Dunblane in Scotland and Hungerford in England which were both dreadful but mainland Europe an dAmerica seem to be far more badly affected by this phenomena. so is there a scale that determines emergency response levels and if so how many deaths/injuries is it.
